In 2024, Kamala Harris won Virginia by 5.1 points. In November 2025, Democrat Abigail Spanberger won the governor's race by about 5 points as well.
So yes: a state Democrats won by ∼5% will now send a delegation that is ∼90% Democratic.

After Trump pushed Texas Republicans to redraw their map in summer 2025 to gain 5 seats, Democrats decided to fight fire with fire. The Virginia legislature — controlled by Democrats 51-49 in the House, 21-19 in the Senate — passed a constitutional amendment to temporarily suspend the independent commission until 2030.
Voters had to approve it. On April 21, they did — by about 51% to 49%, according to early returns.
The new map (bottom image in your post) cracks four Republican districts:
VA-1 (Rob Wittman), VA-2 (Jen Kiggans), VA-5 (John McGuire), and VA-9 (Morgan Griffith) are all redrawn to include big chunks of Northern Virginia, Richmond, and Hampton Roads suburbs that vote Democratic by 10-20 points.The result: under the 2024 presidential numbers, 10 districts would have voted for Harris, only 1 (the far southwest VA-9) for Trump.
